There are no embassies in Wuhan. However there is the Consulate General of the Republic of France.

If you plan to take a trip to France or Europe make sure you manage your visa ahead of time. It can take up to 3 weeks before you’re issued a Schengen Visa (this is a visa valid for all the countries in European Union).
