There isn't much to see here. The palace remains are still buried and apparently can't be easily excavated. Qin Shi Huang himself is buried at the top of a 30meter high mound. Around the mound is a big park-like area. You can take a little bus around the park for 8 yuan. I would say skip this place and save your energy for the terra-cotta warriors.
