The Shamrock is located in Laowaitan. This "Irish" style pub serves Guiness and Kilkenny on tap as well as Tiger beer. Prices are a little steep by Chinese standards, but regular patrons can obtain a discount membership card, which makes prices a bit more reasonable. The entire staff speaks English.
