Xi'an Bell Tower Youth Hostel has a great location, helpful staff and a charming atmosphere.  On the 2nd floor is the restaurant area.  Food and drinks are cheap, internet is 8 yuan per hour and they have a pool table.  If there's one obvious drawback, it's that they do not have an elevator.  Hauling bags up to the 4th or 5th floor can be a pain.
